monthly
meeting
of
the
Winfall
Town
Council
was
held
at
the
Town
Hall,
on
Wednesday,
April
10,
2002,
at
7:00
P.M.

Those in attendance were Mayor Fred Yates, Council Members Kenneth Rominger, Alice Rowland and Clifford Towe, and Attorney Hackney High. Absent was Councilman Morris Mitchell Mayor

for

| OLD
BUSINESS
Albemarle Hopeline has requested a $300 donation from the Town. Mr. Towe stated that they do a great job and we should try to do as they asked. Mayor Yates pointed out that it is a tight budget year and suggested $150 instead. Mr. Rominger agreed with $150 and said if more money can be found it could be added to the $150. Councilman Towe moved to give $150, it was seconded by Councilman Rominger and unamiously carried. Mr. Rominger reported on the joint meeting on March 23 regarding net fishing. The Wildlife Commission is looking into new regulations and will report back at a later date. The issue is too many nets that infringe on the boaters' use. We have no control over who can come into the river and use it. Winfall will await the report from Hertford. Mayor Yates recommended that the matter of water and sewer tap fees be held in abeyance until it can be included in a workshop. All agreed. Parking on River Street is a problem due to noise, trash and emergency access. It was decided to draft an ordinance to post "No parking 8:00 p.m. to 8:00 a.m." signs on both sides of River Street as well as on Belvidere Street. Mayor Yates thought the Town's records should be searched because he remembers "no parking" signs being there prior to the sewer installation. Councilman Rominger made the motion, Councilman Towe seconded, and it was carried unamimously. Roberta Manzer presented a proposed, revised ordinance regarding property dimensions. She requested Council's approval so that a public hearing can be scheduled. Motion to approve came from Councilman Rominger, was seconded by Councilwoman Rowland and unamiously carried. |
NEW
BUSINESS
Mayor Yates read aloud Morris Mitchell's resignation which was effective April 7, 2002. Motion to accept the resignation was made by Councilman Towe and seconded by Councilman Rominger. It was unamiously accepted. Additionally, Mayor Yates proposed that the matter of the vacancy be tabled until it is addressed in a workshop. Motion to do that was made by Councilman Rominger and seconded by Councilman Towe. It was unamiously carried. Resident Maggie Duffield asked how to go about having speed bumps and curbing installed on Major Street. She said people speed down the street. The Mayor replied that because of the construction of the new municipal facility, Major Street will be upgraded to accommodate the increased traffic. He anticipates that it will be done by the end of the year. The Department of Transportation Landscape Agreement and Resolution were approved and adopted. Councilman Rominger made the motion and Councilman Towe seconded it. It was unamiously carried. Discussion was held about Communities in Schools and e-Communities Public Forum on April 18, 2002. Mayor Yates stated that the Rural Internet Authority has given each county that has applied for a credit money to get market cost internet access and any kind of technology. He recommended to all that they go to the public forum. Donna Mummert, Beautification Committee Chairwoman, reported that she attended the Spring Heritage Forum. Perquimans County is trying to attract tourists and is asking for support from Winfall via advertising, web page, etc. Mrs. Mummert also spoke about the Fall Fesitval on September 14, 2002 and asked that all present spread the word about the event and that she is seeking vendors to sell on that day. Councilman Towe requested a special meeting of Town Council and Winfall business owners for the purpose of discussing problems and complaints. Councilman. Towe said he wishes to hand-deliver letters and extend an invitation to each business owner. Mayor and Council decided on Monday, May 6, 2002. The aforementioned meeting will be at 7:00 p.m., and a workshop will take place on the same night at 6:00 p.m. |

REPORTS
Mayor Yates reported that the $265,000 #2 well contract is ready to go out to bid; Bucky Moore is out of town and will begin upon his return. Discussion was held regarding the possibility of having the backwash from the well go directly into the sewer line instead of into the lagoon. Because of the age of the well currently being used, large amounts of chemicals are needed to make the water potable. The lagoon is not sufficient to handle the amount of backwash and, additionally, the lagoon will need maintenance, e.g. dredging, in the future. Kelvin Roberson reported that there was a roof leak in his office in the last rain. He also reported that the bathrooms in Winfall Park are operational. He feels that signs regarding the hours of operation of the park should be posted. Discussion ensued regarding boat trailers. The Town wants to attract people but needs a place for trailers. Resident Maggie Duffield suggested attracting family reunions and charging for use of the park as Hertford does, but Mayor Yates said that since the park was built with grant monies, the Town is precluded from charging. Chief Shaffer reported on police activities. The closed bids for the 1987 Chevy pickup were opened. They were: |

| COMMITTEE
REPORTS
Mayor Yates said that Council should review the budget because there must be a public hearing on it. He also stated that Chief Shaffer will submit to him within five days the information to apply for a grant for a policeman. Mrs. Mummert said that the Advisory Committee to Town Council will meet for the first time on Thursday, April 18, 2002 at 7:00 p.m. at the Mummerts' home. Mayor Yates requested Kelvin to go look at Bear Garden Road to ascertain how much it would cost to pave it. This action is a result of Mr. William James' request at the March 2002 meeting. The residents attending the meeting were brought up-to-date by Mayor Yates about the sewer remediation work. Winfall is holding money back from the contractor in order to ensure that the work is completed. Mayor Yates informed those present that curbs and gutters will be installed from the railroad tracks back to Bembury Road. Curbs and gutters will also be installed in the vicinity of Larry's Drive-In. The $100,000 grant has been approved. Mayor Yates said that the Annual Volunteer Banquet will be held at the high school on April 30, 2002 from 5:30 to 7:00 p.m. All are welcome to attend. |
