The
regular
monthly
meeting
of
the
Winfall
Town
Council
was
held
at
the
Town
Hall,
on
Wednesday,
February
13,
2002,
at
7:00
P.M.

were
Mayor
Fred
Yates,
Council
Members,
Morris
Mitchell,
Kenneth
Rominger,
Alice
Rowland
and
Clifford
Towe.
Absent:
Attorney
Hackney
High.
Mayor Yates called the meeting to order. Invocation was given by Councilman Morris Mitchell. The Agenda was approved and adopted with a motion by Councilman Rominger, seconded by Councilman Mitchell, and so carried. The Minutes were approved and adopted with a motion by Councilman Towe, seconded by Councilman Rominger, and so carried. Finances were approved with a motion by Councilman Rominger, seconded by Councilman Towe and so carried. Terry Chappell, Town Accountant presented an Amendment to the Budget F/Y 2001 - 2002. (See Attachment A) A motion to adopt the Budget Amendment was made by Councilman Rominger, seconded by Councilwoman Rowland and so carried. |

BUSINESS
The Mayor signed another Letter of Intent To Meet Conditions, from USDA/RD, regarding the Municipal Building. Planning Workshop was scheduled for February 20th at 7:00 P.M. - 9:00 P.M. to discuss the short range and long range plans of the Town. Mr. Pat Harrell is to be the facilitator. Winfall Town Council is waiting for the Town of Hertford to come up with a date for the joint council meeting to discuss Net Fishing. |

BUSINESS
Mr. Stephen Dear, Executive Director of NC Moratorium Now, appeared before the Town Council on behalf of a Resolution for a Moratorium on Executions. He had sent a package to Council Members prior to his coming, and wanted to know if the Town had considered his request. After careful deliberation, a motion was made by Councilman Mitchell, seconded by Councilman Towe and so carried; that we adopt this Resolution. Mayor Yates signed the Resolution and it was attested by the Clerk. (See attachment B) Action to Mediacom's News Release regarding Franchise Fees was tabled until next meeting. Letter from Charles Ward regarding adjustment on water/sewer bill for the Cotton Gin, during the times the Cotton Gin is in operation, was passed on to the Water/Sewer Committee, for further recommendation. State Revenue Shortfall by Governor Easley was discussed. Department Heads have been encouraged to consider this shortfall when preparing their 2002 - 2003 Budget. As it stands, this shortfall could affect the Town of Winfall, in the area of $20,000. Donation to the NC City and County Management Assoc. was approved for $25 with a motion from Councilman Rominger, seconded by Council Towe and so carried. Proposal by Harrell's Concrete Works, was tabled for a future time. |
| DEPARTMENT
REPORTS
Water, Roads and Grounds and Fire Department report was presented by Kelvin Roberson. Mayor Yates read a letter from Mr. Barry, who resigned from the Public Works Department due to his moving out of town and the need for full-time employment. Mayor Yates further mentioned that an interview for this replacement is already underway. A motion to accept the resignation of Thomas Barry was motioned by Councilman Towe, seconded by Councilman Mitchell and so carried. The Fire Department would like to donate their 1976 Dodge Van to the Town. A motion to accept was given by Councilman Mitchell, seconded by Councilman Towe and so carried. Police Department Activities were presented by Chief David Shaffer. COMMITTEE REPORTS The Town will do a study on Curve and gutter to determine funding source. Councilman Rominger is also working on hand-out for the town. In addition to this, he hopes the Town will be able complete the review of ordinances, declaring those which are obsolete; by the end of the year. Department Heads were asked to submit their Budget Proposals by the coming Monday, February 18th. Councilman Mitchell would like to get with Kelvin Robertson to find out where we stand on Water and Sewer. The Town purchased a Sewer Truck which is to be paid for through Powell Bill and Sewer Account. The Cost is $12,500. The use of this truck will not only serve sewer needs but will also assist with cleaning out curve and gutters. A second motion was made to accept the Auditing Service of Mason Spruill for the next Audit period. A motion to accept was made by Councilman Towe, seconded by Councilman Rominger and so carried. Mr. Boyce, Town resident had done a survey of other town's sewer rates and gave his findings. The Mayor mentioned to Mr. Boyce that the population has a lot to do with the charges for water/sewer. Further, that all the towns he had mentioned had a greater population than Winfall. Mayor Yates did mention that perhaps after the first year's operation, we will see if we can cut the cost down. Mrs. Mummert, also a Town resident, expressed her appreciation that the sewer system has been installed in Winfall. |
